A New Metropolitan Land Use and Development Plan for Greater Montréal

In early June, the Council of the Communauté métropolitaine de Montréal (CMM) unanimously adopted the final version of the 2026–2046 Metropolitan Land Use and Development Plan (PMAD)—an ambitious roadmap to guide and shape the future of Greater Montréal over the next 20 years. The plan will be submitted to the Government of Québec to ensure its alignment with provincial guidelines. 

Three Strategic Pillars 

The plan is built around three core orientations: 

  1. Land Use: Creating complete living environments, increasing density, and focusing development around public transit hubs. 
  1. Transportation: Promoting sustainable mobility (active and public transit) and reducing reliance on single-occupancy vehicles. 
  1. Environment: Protecting natural, cultural, and landscape areas through green and blue networks and preserving strategic spaces. 

The new PMAD will lead to adjustments in our urban planning documents and regulations, as the next step involves revising the Land Use and Development Plan (SAD) for the Montréal Agglomeration. Under current legislation, a three-year timeline is provided for the adoption of a by-law updating the SAD. The municipality will then have a period of 2 years to amend its regulations. 

Please note that the Village of Senneville is actively continuing its advocacy efforts to ensure that local issues are taken into account throughout the process.
